With over 30 years in electronics manufacturing and recycling combined, the Pennsylvania Recycling Markets Center's Senior Recycling Program Manager, Jack Himes, P.E./ has trained in auditor processes for:

  • Recycling Industry Operating Standards (RIOS);
  • Responsible Recycling Standards (R2);
  • ISO 14001.
 

All technical staff of the Pennsylvania Recycling Markets Center, Inc. (RMC) are Certified Pennslvania Recycling Professionals, including two Senior Certified Pennsylvania Recycling Professionals. RMC professionals also include individuals trained in ISO 14001 auditing, which is a fundamental management tool of electronics recycling environmental management systems.

The Pennsylvania Recycling Markets Center, Inc., (RMC) is an independent, non-profit corporation headquartered at Penn State Harrisburg, with a satellite office near Pittsburgh. The RMC provides assistance to support the demand-side of recycling, growing recycling business interests throughout Pennsylvania, creating demand for the recycled materials collected in Pennsylvania. . Pennsylvania General Permit for Disassembly and Processing of Electronics Scrap - WMGR081

Over 20 E-Scrap recyclers in Pennsylvania are permitted by DEP through the WMGR081 General Permit for disassembly and processing of E-Scrap material. This general permit will expire in October 2012. The RMC can provide technical assistance in applying for renewal of this required permit.

Electronic Procurement Assessment Tool (EPEAT)

The Electronic Product Environmental Assessment Tool(EPEAT) is a "green computer" standard for use by institutional purchasers of desktop computers, notebook computers and monitors. The RMC understands the EPETAT rating system and can provide recommendations on procurement of cost-competitive EPEAT rated computing equipment.

The RMC educated the procurement offices in both the Pennsylvania General Services Administration (GSA) and The Pennsylvania State University about the EPEAT rating system. The result of this effort was that combined, the two organizations purchased over 70,000 "green computers" in the next yearly procurement cycle. Both the Pennsylvania DGS and The Pennsylvania State University have continued annual procurement of EPEAT rated computing equipment. www.epeat.net

State Electronics Challenge (SEC)

The RMC is a principle, Pennsylvania-based point-of-contact for information about the nation-wide State Electronics Challenge (SEC). The SEC is a voluntary program that encourages public entities to purchase greener electronic products. It is the intent of SEC program to reduce the impacts of electronic products during use and voluntarily encourage management of recycled electronics in an environmentally responsible way. www.stateelectronicschallenge.net

Electronics Recycling Coordination Clearinghouse (ERCC)

The mission of the ERCC is to provide a forum for information exchange among state agencies implementing electronics recycling laws and all impacted stakeholders.
